Print and Censorship

1798 से पहले ईस्ट इंडिया कंपनी के अधीन औपनिवेशिक राज्य सेंसरशिप को लेकर बहुत चिंतित नहीं था। अजीब बात यह है कि छपी हुई सामग्री पर नियंत्रण के उसके शुरुआती क़दम भारत में रह रहे उन अंग्रेज़ों के ख़िलाफ़ थे जो कंपनी के कुशासन की आलोचना करते थे और कंपनी के कुछ ख़ास अधिकारियों की करतूतों से नफ़रत करते थे। कंपनी को चिंता थी कि इंग्लैंड में बैठे उसके आलोचक इन आलोचनाओं का इस्तेमाल भारत में उसके व्यापारिक एकाधिकार पर हमला करने के लिए कर सकते हैं।
1820 के दशक तक कलकत्ता सुप्रीम कोर्ट ने प्रेस की आज़ादी को नियंत्रित करने वाले कुछ क़ानून पास किए और कंपनी ने ब्रिटिश शासन का गुणगान करने वाले अख़बारों के प्रकाशन को बढ़ावा देना शुरू किया। 1835 में अंग्रेज़ी और देशी भाषाओं के अख़बारों के संपादकों की ज़ोरदार अर्ज़ियों के बाद गवर्नर-जनरल बेंटिक प्रेस क़ानूनों में संशोधन के लिए राज़ी हो गए। उदारवादी औपनिवेशिक अधिकारी टॉमस मैकॉले ने नए नियम बनाए, जिनसे पहले वाली आज़ादी बहाल हो गई।
Before 1798, the colonial state under the East India Company was not too concerned with censorship. Strangely, its early measures to control printed matter were directed against Englishmen in India who were critical of Company misrule and hated the actions of particular Company officers. The Company was worried that such criticisms might be used by its critics in England to attack its trade monopoly in India.
By the 1820s, the Calcutta Supreme Court passed certain regulations to control press freedom and the Company began encouraging publication of newspapers that would celebrate British rule. In 1835, faced with urgent petitions by editors of English and vernacular newspapers, Governor-General Bentinck agreed to revise press laws. Thomas Macaulay, a liberal colonial official, formulated new rules that restored the earlier freedoms.

The main step was the Vernacular Press Act (1878), which gave the government extensive rights to censor reports and editorials in the vernacular press. (As the source shows, even earlier, in the 1820s, the Calcutta Supreme Court passed regulations to control press freedom.)

भारत में मुद्रण का आगमन
प्रिंटिंग प्रेस सबसे पहले सोलहवीं सदी के मध्य में पुर्तगाली धर्मप्रचारकों के साथ भारत में गोवा पहुँचा। जेसुइट पादरियों ने कोंकणी सीखी और कई पुस्तिकाएँ छापीं। 1674 तक कोंकणी और कन्नड़ भाषाओं में लगभग 50 किताबें छप चुकी थीं। कैथोलिक पादरियों ने 1579 में कोचीन में पहली तमिल किताब छापी और 1713 में उन्होंने पहली मलयालम किताब छापी। 1710 तक डच प्रोटेस्टेंट धर्मप्रचारकों ने 32 तमिल पुस्तकें छाप दी थीं, जिनमें से कई पुरानी कृतियों के अनुवाद थे।
अंग्रेज़ी ईस्ट इंडिया कंपनी ने सत्रहवीं सदी के अंत से ही छापेख़ाने आयात करना शुरू कर दिया था, फिर भी भारत में अंग्रेज़ी भाषा का प्रेस काफ़ी देर तक नहीं पनपा।
Print Comes to India
The printing press first came to Goa in India with Portuguese missionaries in the mid-sixteenth century. Jesuit priests learnt Konkani and printed several tracts. By 1674, about 50 books had been printed in the Konkani and in Kanara languages. Catholic priests printed the first Tamil book in 1579 at Cochin, and in 1713 the first Malayalam book was printed by them. By 1710, Dutch Protestant missionaries had printed 32 Tamil texts, many of them translations of older works.
The English language press did not grow in India till quite late even though the English East India Company began to import presses from the late seventeenth century.

स्वतंत्रता के बाद भारत में तीव्र औद्योगीकरण और शहरीकरण हुआ, जिससे हमारे लिए विशाल अवसर पैदा हुए। आज बड़े औद्योगिक घराने उतने ही आम हैं जितनी अनेक बहुराष्ट्रीय कंपनियों (MNCs) की औद्योगिक इकाइयाँ। उद्योगों की निरंतर बढ़ती संख्या ने मौजूदा अलवणीय जल संसाधनों पर दबाव डालकर स्थिति को और बिगाड़ दिया है। जल के भारी उपयोगकर्ता होने के साथ-साथ उद्योगों को उन्हें चलाने के लिए ऊर्जा की भी आवश्यकता होती है। इस ऊर्जा का अधिकांश भाग जलविद्युत से प्राप्त होता है। इसके अतिरिक्त, विशाल और सघन जनसंख्या तथा शहरी जीवन-शैली वाले बढ़ते शहरी केंद्रों ने न केवल जल और ऊर्जा की आवश्यकताओं को बढ़ाया है, बल्कि समस्या को और गंभीर बना दिया है। यदि आप शहरों की आवासीय समितियों या कॉलोनियों पर नज़र डालें, तो पाएँगे कि इनमें से अधिकांश के पास अपनी जल-आवश्यकताओं को पूरा करने के लिए अपने भौम जल पंपिंग उपकरण हैं। आश्चर्य नहीं कि इनमें से कई शहरों में नाज़ुक जल संसाधनों का अति-शोषण हो रहा है और वे समाप्त होते जा रहे हैं।
Post-independent India witnessed intensive industrialisation and urbanisation, creating vast opportunities for us. Today, large industrial houses are as commonplace as the industrial units of many MNCs (Multinational Corporations). The ever-increasing number of industries has made matters worse by exerting pressure on existing freshwater resources. Industries, apart from being heavy users of water, also require power to run them. Much of this energy comes from hydroelectric power. Moreover, multiplying urban centres with large and dense populations and urban lifestyles have not only added to water and energy requirements but have further aggravated the problem. If you look into the housing societies or colonies in the cities, you would find that most of these have their own groundwater pumping devices to meet their water needs. Not surprisingly, we find that fragile water resources are being over-exploited and have caused their depletion in several of these cities.

Water is the most important input for industries such as jute, cotton textile and pulp (paper). Industries also need electricity, much of which comes from hydroelectric power, a clean source of energy.

बाँध

Dam
A dam is a barrier across flowing water that obstructs, directs or retards the flow, often creating a reservoir, lake or impoundment. “Dam” refers to the reservoir rather than the structure. Most dams have a section called a spillway or weir over which or through which it is intended that water will flow either intermittently or continuously. Dams are classified according to structure, intended purpose or height. Based on structure and the materials used, dams are classified as timber dams, embankment dams or masonry dams, with several subtypes. According to the height, dams can be categorised as large dams and major dams or alternatively as low dams, medium height dams and high dams.

Demand Deposit

माँग जमा एक और रोचक सुविधा प्रदान करती है। यही सुविधा इसे मुद्रा की अनिवार्य विशेषता (विनिमय का माध्यम होना) प्रदान करती है। आपने चेक के द्वारा, नक़द के बजाय, भुगतान किए जाने के बारे में सुना होगा। चेक द्वारा भुगतान के लिए, भुगतानकर्ता, जिसका बैंक में खाता है, एक निश्चित राशि का चेक लिखता है। चेक एक ऐसा काग़ज़ है जो बैंक को निर्देश देता है कि वह उस व्यक्ति के खाते से एक निश्चित राशि उस व्यक्ति को अदा करे जिसके नाम पर चेक जारी किया गया है।
Demand deposits offer another interesting facility. It is this facility which lends it the essential characteristics of money (that of a medium of exchange). You would have heard of payments being made by cheques instead of cash. For payment through cheque, the payer who has an account with the bank, makes out a cheque for a specific amount. A cheque is a paper instructing the bank to pay a specific amount from the person's account to the person in whose name the cheque has been issued.

बैंकों के अलावा, ग्रामीण क्षेत्रों में सस्ते ऋण का दूसरा प्रमुख स्रोत सहकारी समितियाँ (या सहकारिताएँ) हैं। सहकारी समिति के सदस्य कुछ क्षेत्रों में सहयोग के लिए अपने संसाधनों को एकत्र करते हैं। कई प्रकार की सहकारी समितियाँ संभव हैं, जैसे किसानों की सहकारी समिति, बुनकरों की सहकारी समिति, औद्योगिक श्रमिकों की सहकारी समिति आदि। कृषक सहकारी समिति सोनपुर से अधिक दूर नहीं, एक गाँव में कार्य करती है। इसके 2300 किसान सदस्य हैं। यह अपने सदस्यों से जमा स्वीकार करती है। इन जमाओं को समर्थक ऋणाधार (कोलैटरल) के रूप में इस्तेमाल करके सहकारी समिति ने बैंक से बड़ा ऋण प्राप्त किया है। इस धन का उपयोग सदस्यों को ऋण देने के लिए किया जाता है। एक बार इन ऋणों का भुगतान हो जाने पर, ऋण देने का दूसरा दौर शुरू हो सकता है।
कृषक सहकारी समिति कृषि उपकरण ख़रीदने, खेती और कृषि व्यापार, मत्स्य पालन, घर बनाने तथा कई अन्य प्रकार के ख़र्चों के लिए ऋण देती है।
Loans from Cooperatives
Besides banks, the other major source of cheap credit in rural areas are the cooperative societies (or cooperatives). Members of a cooperative pool their resources for cooperation in certain areas. There are several types of cooperatives possible such as farmers cooperatives, weavers cooperatives, industrial workers cooperatives, etc. Krishak Cooperative functions in a village not very far away from Sonpur. It has 2300 farmers as members. It accepts deposits from its members. With these deposits as collateral, the Cooperative has obtained a large loan from the bank. These funds are used to provide loans to members. Once these loans are repaid, another round of lending can take place.
Krishak Cooperative provides loans for the purchase of agricultural implements, loans for cultivation and agricultural trade, fishery loans, loans for construction of houses and for a variety of other expenses.
