Show Answer
Answer (English)
  1. Low wages: workers such as construction labourers and domestic helpers are paid very low wages.
  2. Irregular income: work is not regular, e.g. daily-wage labourers and small farmers do not earn every day or every month.
  3. Lack of job security: workers can be asked to leave at any time without reason, e.g. when there is less work.
  4. Poor working conditions: there are no fixed working hours, no paid leave or holidays, and workplaces are often unsafe.
  5. Absence of social security: there is no provident fund, gratuity, pension or medical benefit.
  6. Exploitation: rules and regulations are not followed, so employers exploit workers, especially landless labourers, small farmers and SC/ST/backward workers.

Answer (English)
  1. Ownership: in the public sector the government owns most of the assets, while in the private sector assets are owned by individuals or companies.
  2. Motive: private sector activities are guided by the motive to earn profits, while the public sector aims at the welfare of the people.
  3. Activities needing very large spending, like building dams, are generally not taken up by the private sector but are undertaken by the public sector.
  4. Infrastructure such as roads, bridges, railways and harbours is developed by the public sector because it has access to huge funds that the private sector lacks.
  5. The private sector does not provide many things society needs at a reasonable cost, whereas the public sector does (e.g. cheap electricity, food grains through ration shops).
  6. Many activities, such as health and education, are a primary responsibility of the government, so the public sector must undertake them; the private sector is not bound to do so.
  7. Examples: Reliance Industries and Tata Iron and Steel Company (TISCO) are private sector enterprises; BHEL and Bharat Electronics are public sector enterprises.

Explain with examples the difference between the organized and unorganised sectors of the Indian Economy.

Show Answer
Answer (English)
  1. Terms of employment: the organised sector covers enterprises or workplaces where the terms of employment are regular, e.g. a government office or a large factory; in the unorganised sector they are not regular, e.g. a daily-wage construction labourer.
  2. Registration and laws: organised sector units are registered by the government and must follow rules given in laws such as the Factories Act, Minimum Wages Act, Payment of Gratuity Act and Shops and Establishments Act; unorganised sector units do not follow these rules strictly.
  3. Procedures: the organised sector follows formal processes and procedures, while the unorganised sector does not.
  4. Job security: workers in the organised sector enjoy security of employment, while there is no such security in the unorganised sector.
  5. Working hours: the organised sector has fixed working hours and pays for overtime, whereas the unorganised sector has no fixed working hours.
  6. Medical benefits: organised sector workers get medical benefits, while such facilities may not be available in the unorganised sector.
  7. (Extra NCERT point) Organised sector workers also get paid leave, holidays, provident fund, gratuity and pension; unorganised sector workers, such as street vendors, small shop workers and domestic helpers, get none of these and are mostly in small, scattered units outside government control.
